I would use his Hoenn starter as his registered starter though because it was his FIRST pokemon.
Since LOCKE had to make a complete new license, she had to start from scratch, hence why totodile is listed for her.
If she had renewed her license like she should have or had kept her championship title, it would be a champion or ex-champion level of clearance for her license and it would be registered to Kanto with Bulbasaur as her starter.
